Title tag recommendable for menu links as well?

I am designing a SEO friendly website its HTML and PHP. I am focus on onpage.
Title tag recommended for all anchor texts include inner pages and external pages, but is it recommended for menus as well?

Absolutely! when you click on menu items it will open a new URL right? Then it should have a unique title tag and unique description tag. Every URL of a website should have unique meta tags. Once your website is ready use Google webmasters tools to check HTML errors if any.

Anchor texts tag is necessary as we all know that but when you talking about Title tag then it is not as much necessary so do not worry about that.
