Click on Start, Control Panel, Open the Internet Options, try these methods,
Delete your browser history,
Disable add-ons in Internet Explorer,
Check whether a third-party service or program is conflicting with Internet Explorer,
Restore your PC to an earlier point in time, if still probem then uninstall internet explorer, restart PC then install the latest version of internet explorer from microsoft website. if still problem use firefox or chrome

So... how are you posting here? Not intending to poke fun - it helps to know because it can affect what advice you're given.

When you say you can't get IE to open, I think what you're meaning is that it opens and displays that message on the page.

Have you tried visiting different web sites? Sometimes one site is down but others are fine.

Do you have any other web browsers on your computer?

Try this↓
For IE 8 & IE 9
Go to Start <> control panel <> Internet options <> advanced <> click
reset <> Place a check mark in the box that says delete personal settings <> Then click OK

For IE 10&11
1. Click start
2. Click control panel
Click internet options
3. Up top click the advanced tab
4. Click Restore advanced settings
5. Click apply then click OK
