If I email Tumblr support, is it possible to get an inactive url removed?

So there is a URL I really want and the blog is completely inactive. Like the person has never posted or changed the theme. They just literally used the url. No you can't. I tried multiple times but it didn't work. I hate the stupid tumblr staff and how they can't release inactive urls.
