How can you send a direct message to a person you dont follow on twitter?
I'm trying to send a follow request to my friend but when i click on the actions button there is no direct message icon or something... how can i do a follow request?

If you mean to follow them, just go to their profile and click "Follow". You can't direct message someone that doesn't follow you. You also can't make someone follow you.
