You'd really need to tell us what kind of business it is
my son has his own computer repair business and went round handing out business cards in
take away restaurants, hoping people waiting on their food order would pick a card up
but he also used yellow pages, local paper ads, and his own website.
There's nothing stopping you going round on foot delivering leaflets, but then again it depends what your business is
what about advertising it on facebook and having a facebook page for the business

Give more info. Is it a local business or an online business. I bet I can help at no charge.

Try a site that specializes in promotion of small business effectively and inexpensively. Try http://www.40Billion.com They have been around for more than five years and have successfully promoted hundreds of small businesses. Their fees are also very reasonable.
