The first thing that you need to do is to investigate why and ow you were affected by the algorithm updates. if your problems were on the links you created, you can use Google Disavow tool discredit all the links in your linkscape. If Panda hits you so badly then your spun and duplicate content must be deleted. Once your back on the track you can regain your website rankings. However, if your website was badly penalized because of too many violations, it is better to build a new website.
