Ebay is telling me i cant relist and item?

Someone with 0 feedback bought my item and now isnt paying for it so i tryed to relist it and it said:

We're sorry for the inconvenience, but in order to maintain a safe trading environment, there's a limit on the number of times individual sellers can list certain items in a period of 30 consecutive days.

This isnt fair that this guy ruin my listing and now cant relist. How can i fix the problem?

In the starting stage eBay not allow you to do more listing. Because of to create safe trading environment. If you are doing good in eBay that mean if you are getting 5 stare rating feedback's on eBay. then eBay think that you are doing good.
So after that it will increase your listing automatically.
It's not a mater of some one bought your item and they are not paying you.
It's a mater of how many feedback's you are having.
