Final question for Internet problems? :)?
So I just called my ISP and he said that "Pangalawang beses na yan, matatagalan bago maayos yan" "That is the second time, it will take some time to fix that" And I said (in english) "Oh, I'm sorry, in any case, can I change my ISP now? I mean I don't want this service anyway." and he said "I am sorry sir but our service cannot be terminated until the contract runs it will expire on April 2014" is it true that ISP has contracts with their costumers? Anyway I am from Philippines and my ISP is smart bro.

Yes.
You'll have to wait until then or pay a cancellation fee. Ads |

You agreed to terms of service when you signed up, making it a binding legal contract. That includes a minimum contract as written into those terms.

most of the isp have contracts (so that you use their service for a long time)
you can either wait till April or You can complaint to consumer tribunal website and get out of the contract (if the service provided is not up to par with the agreement you singed on initially) |

You will have to wait until the contract ends/lapses and then call to cancel. It only makes sense.
