Can I slow another computers d/l speed on my network?

Ok so the situation is that our family has 100gb of data a month and it gets used a lot by other family members that download torrents everyday.. Including me but at the end of the month I want to restrict it because it's hard todo homework and just web surfing if it's shaped.

Is there any possible way to block uttorent downloads in my modem router settings?

I have no problem accessing the settings through and internet browser so it would be an issue changing them in just not sure what to change?

If this is not possible can you change the download speed of another computer so that they can still access the internet but so it takes a lot longer to download?

Any other solutions would be great!!
