is this website a scam? has anyone bought from online cheap cigarettes? if so please help?

Its been 24 days now since I ordered from this website http://118.219.234.206/shop893764/ called online cheap cigarettes.
After I made my order I was sent an email confirming my order and i received a receipt. I also payed through PayPal and they also sent me a receipt.
2 days later I received my credit card statement and it said I had been charged.
The website states that the products will be shipped in 2 working days and delivery takes 7-21 days. Its been 24 days now.
They have a email on their website and I tried sending them a message with hotmail and Yahoo (their email is a Yahoo one) but both times the messages bounced back.
So I double checked the website and found a customer service and inquiry section and sent 4 emails to them and they still have not replied after a week.
I also emailed them from the reciept they sent me and still no reply.
I'm quite worried now because I'm starting to think that I've been scammed :/ please help
Has anyone ever used this website before? If so please respond it will help me out a lot x
Also I live in Sydney Australia and I think that this website may be based in Malaysia. I'm not 100% sure though. Here's the website again http://118.219.234.206/shop893764/

Yes, as the parcels are sent by Registered AirMail and EMS there can be trackings.
And no I have not been sent or given a tracking code.

Give the order until the 2nd week in July. You are in a different country. That can contribute to the delay. If not then more than likely it was a scam. Sorry. Did you receive any tracking information? If not it will be even harder to check the status. Whenever I order something online I check the reviews. If I can't find nothing at all about the company I wouldn't trust it.

There is a good site, people from this community already know http://www.hot-cigs.biz/ as a reliable suppler, its European. It's been almost three years I have been ordering cigarettes here and I trust them. Just be ready that delivery takes up to 2 weeks.
