Is it okay to have a seperate google adwords account on the same debit card?

I have 2 small sites on my adwords account, I was wondering is it a good idea to make a separate adwords account for the 3rd site. Only asking because I have heard of accounts/sites getting penalised so should I be concerned about having all the sites on the one account?

Typically multiple accounts are created to protect your business in the event that one is canceled, in such cases one would typically keep the accounts as separate as possible, concealing the common ownership, some go as far as not promoting the same site with different accounts.

I thought Google only allowed agencies to setup extra accounts for different clients...
