Do i need an active internet connection to make premium skype calls?

I own a Samsung galaxy S4 and it has Skype installed in it . I plan on getting some Skype credit so i can make premium Skype calls (calls to normal phone numbers), However i would like to know if i would need an active internet connection / subscription to make premium Skype calls or can i call directly without internet connection considering the fact that my Skype already has credit in it.

yes, you do. Skype is a program that uses the internet to make phone calls. That is literally the entire purpose of the service.

Also be advised that skype cannot dial 911.
