Ask the creator of the file for the password, install a password decryption software, or complete the survey and all other components that are required before the automated system provides the credentials to you.

Oh man, everybody hates surveys, and in my country, you have to pay 3$ to bypass the screen. Try googling the name of the website and add bypass next to it, this should get you some results but from my experience i have never succeeded downloading the file i wanted without actually buying the premium account which is for 3$ and lasts for a month while if you pay the survey you bypass it once.
