Or they both just different ways of putting a smiley face?

I don't think there is a difference. Some people think its easier to hit the ] key because you do not have to hold in shift for it like you would for the ) key.

Because then you just have to hit 123 in the corner to get ) but you have to hit 123 and #+= to get ]
