Because the social media isn't his industry at the moment, he has to improve a lot of stuff with Microsoft before getting into social media, the same as apple that is why they didn't purchase Whatsapp due that they won't get a clear benefit from it.

Microsoft may be looking for products that are widely held among general public or in media. So that they can do a lot to promote their message across mobile worldwide.
