Try using other explorers.
Use Google chrome or Mozilla
May work out

use other browsers such as firefox and chrome.
If that doesn't work try changing firewall settings.

Maybe there are proxy settings messed up on your computer.

Try this:

For Mac:
http://www.justanswer.com/mac-computers/...ecent.html

For PC:
http://support.microsoft.com/kb/2289942

If this doesn't work there are all sorts of reasons why your internet browser isn't working.

A great tool that may or may not fix the browser problem is to use a piece of software called "ultrasurf"
http://ultrasurf.us/

If is a free self contained Anti Censorship tool.
You may have to allow your firewall to accept this app, as it has been known to trigger a false positive as malware. It isn't though, it's completely safe.

Your best bet, is getting a friend or a technician to checkout your computer if none of the above work out.

Did you wait a little while after you plugged the Ethernet into your computer? That may be the problem.

Try using other explorers or maybe the possibility is that your internet is not correctly connected. If all this still not works than run an antivirus scan on your PC/Laptop to see if there is any virus which is hindering the internet connectivity.

if your internet is working fine then its just the IE that is corrupted. Update your Windows to update IE to V9 if its 8 . if already V9 then just use another browser like google chrome or firefox.
