How can I get someones cell phone number?

This is EXTREMELY important. I need to get an old friends number and I cannot find his number anywhere online. Most sites want me to pay and I don't want to do that, they're usually scammy. I need it so bad it is a serious situation and I've looked for it everywhere. Does anyone know a way to get it? I've already tried most sites and whitepages. Nothing has worked.

if it's a cell, impossible.

Most people do NOT pubish their numbers now unless they advetise them for business purposes.
