Im curious if there is a site that you can sign up to meet people (for hangouts or maybe more) who are traveling through your area from another city.

If there is a http://www.craigslist.org/about/sites for the city you are in or visiting, there are social pages to that marvelous, basically free site. Check under Strictly Platonic (most people get this and don't post for sex here) in the Personals section or in the Community section for various activities.
