New PC build is running slower than old laptop?

So I built a new PC today, 8gb ram, 1TB hdd, win7 etc.
The computer itself runs well, but whenever it comes to using the internet my comp gets unbearably slow. I've tried updating the wireless adapter, which made no difference, the speed is the same whether it is wireless or wired.
Pages take forever to load, sometimes not at all, any videos or anything will hardly buffer, etc.
Since putting it together I have updated the drivers for everything I could figure out how to (this is my first build and I'm not overly computer savy)
My old laptop still runs at a fine speed, so it's definitely a problem with the computer itself.

Did you install a chipset driver package or a driver set for the motherboard itself? Also what does the Network Performance section of the task manager tell you about connect speeds and packets sent and received.
