Is there any company's who you can sell your website ideas to?

I have a idea for a website and can't find nothing like it on the web.
Just I don't have the time nor the skill to make a professional website

As professional inventors may tell you "Good ideas alone are worth a dime a dozen" unless you has a proven track record of creating successes I can't picture how you could make the connection, there are hundreds of millions of web sites out there, are you sure this is a though not one else has had.

There are plenty of competent programmers that can put things together for not too much money, I hear east European and Russian coders are good if you needed tricky programming. 3rd world types could put together a conventional site.
