Not sure what "residential contact information" is, are you looking to get lists of addresses for doing retail marketing to consumers?

One way to reach every address in a mail rout is the USPS Every Door program that delivers pieces for about $0.17 each.

Not free but if you wanted to target a particular demographic, the many address mailing lists costing about 10 cents an address can turn out to be quite cost effective.
