None of the special characters are displaying correctly. What to do?

Can anybody help me? Since 2 days ago all special characters, meaning letters with accents on them and stuff are not displaying correctly on Google Chrome. I've already went an looked in the setting, but I don't understand any of it. I didn't change anything prior to it.

It's also not on all website, for example when I type in special characters in google and search for them the search results will show them correctly, but when I click the link and go to the page they will be displayed wrong.

I've tried google searching for a solutions, but everything that comes up are for developpers who are making their own site and are having troubles. I'm not a developper.

Can somebody please help me, because it's getting annoying. Also it's only on Google Chrome. It's also not on programs like Word or Excel. It's really only on Chrome.
