Just creating a web site alone will get you no calls, it would require some promotion effort to atract visitors to the site, typically you wold add value with a series of original useful articles, submit the site to search engines and get some links to the site to accelerate the search ranking process, so when people have roofing questions they end up on your site.

A free Facebook business page is probably worth your while, they have paid advertising you can use to direct people to that page, you can target only those within driving distance of your location and perhaps only run ads the day after a heavy rain.

Every retail business with a physical address should have a fully developed Google Places page ( Yahoo and Bing have them too) those A-G labeled stick pins that come up when you search: Roofing, Your City, are free Google maps/places pages, after verifying yourself from a mailed postcard, you can access the page and add content as well as broadening the categories that bring it up.
