Is it illegal to promote sweepstakes or contests from other websites, on your website if the promotion clearly states a link and who is holding the contest?

I have not heard of any problems in doing that, whether the actual operator is legit is where the authorities focus their attention. If one runs a sweepstake on Facebook a 3rd party administrator, usually taking the form of a paid app is required.

You are a third party, so that may make you liable if they break the law. Some of the thing they could do wrong is charge any money to enter. There must not be any purchase needed to enter or win. There may be other rules I have forgotten about.
