Make your blog more attractive. People don't like seeing bland blogs. Add music, effects, cursors, and things that match your theme. You can get some nice themes.
Get your friends to follow you. If you are social, you can make online friends on tumblr.
get a tumblr background, make sure its designed for tumblr. That way, the pattern won't be off.
You can also add an about me page and a description of yourself.
After beautifying your tumblr, you can go on tumblrplug . Put it in the category. Try doing a follow back, follow for follow, and a promo for promo. You can promote yourself on tumblrplug after your last plug falls off. If you don't have a convincing description, people won't check you out. Follow other blogs, it's most likely that they will follow you back as well.

Create your own posts. Make sure they are attractive and what your blog style is. Your blog can be black and white, depressing, personal, random, comedy, hipster, fashion, colorful, food, and many more styles.

Reblog and like. If you like and reblog, you will appear on the notes and people will see your name.

Look for the people that are promoting. Find popular blogs that have those "first (xx) to reblog gets a promo" or "Vote/Ask me and I'll promo you" They will put you on your blog and people will follow.
