If i unfollow somebody, can they still follow me?

Yes they still follow you. But when they see u tht u hv unfollowed them many people unfollow you too.

Yes. If you don't want them to follow you, you can block them. I think... I've never tried blocking people before...

yes, of course! except there's a chance that they'll unfollow you after you unfollow them and if you don't wanna lose followers, i don't suggest unfollowing people Smile
