Can 2 MODEMs with 2 lines improve internet speed.?
I have a small 11 computer network and where it is located the best AT&T can do is 2.8'ish download and .43'ish upload. Will speed increase if I install a second MODEM with a separate lines of course? And if I do will they share automatically or do I need to assign static IP's thus splitting up specific PC's to MODEM?

There's corporate equipment available (not commercial grade) that can stack DSL connections and use all available bandwidth. That would obviate the need for manual load balancing (which is what you're suggesting, essentially).
