No matter what I do, estimated clicks are 0 a day on adwords?

I chose a few keywords searched around 300-400 times a month in 3 different cities. And no matter what I do, it still says 0 estimated clicks a day.

The keyword tool estimations are not accurate for such small volumes,

Is that 300-400 world wide that your trying to further narrow down to single cities, which based on the number of cities in the world might only get 1 such a click a month.

Typically sales pages get 1 conversion for each 50 to 200 clicks, you need to try a lot more keywords or target broader terms to get usable volumes of traffic.
