internet randomly going slow?

I live in Melbourne Australia and my internet is running very slow ive called optus atleast 15 times and they send someone out they look at the lines etc it goes fast for a week then slows down to almost unusable. its not my downloads because i have 500gig and it resets every month and i highly doubt ive used it with world of warcraft and facebook. does anyone know what it could be? i had the same internet in my old house 2 suburbs away and it was fine for the 3 yrs i was there but here its just incredibly slow!
