How much will it cost to have a website built for me?
I want to built a website where people can find out if people are pretending to be them by using there pictures or using their pictures as someone created. Also a website to see what website a person has used their email to register for.

I suggest you get several people to bid on this. Ask to see samples of their work. Make sure you talk about who will update your site (you or them), and if them, what that will cost.

Are you building the software that accomplishes this? If you can do that, you could do the website too.

Getting the image matching engine made to your specs could be an expensive challenge, I don't think it practical to provide email registration uses, that is proprietary information sites will not make available, there are automated services that show the public web site name WHOIS registration info that uses a particular email address.

Aside from Google tineye.com is the only other site I know that indexes images by content, one would probably have to contract with them to make the profile picture search happen, Facebook personal pages block searches so you would have problems automating those profile pics to other uses.

It's probably more practical to offer a low volume manual research service instead of trying to automate it.

You can look through the project bids on sites like Elance.com vworker.com and odesk.com to see the going rates for certain web development tasks.

Google actually made a policy decision to not offer the facial recognition technology they have developed, there are too many amateur big brother applications.

For a generic site you could get a nice pre-designed template at templatemonster.com for under $100 and pay some hosting company $8/mo to put it on the internet.
Thatt functionality you want could cost hundreds or thousands to make happen.

There's simple step by step youtube tutorials for building it yourself in under 20 minutes without knowing a single lick of coding and it costs $12 for your domain name's first year so it's cheap.
