like if the dealer has an item which costs about 50 pound and he has it on there for 20. is it easy to just get it for that 20 pound or not? can he cancel it if he doesnt want that price as well?

It's almost impossible to get something cheap for bidding. Bidding is for the dealer to get more money, not for you to spend cheaper.

it really depends on the demand for the product. all I can advise is put it on your watch list and have a good hard think on what you are willing to pay for that item. closer to the end time see if anyone has bid if they haven't then there is a fairly good chance the price may not increase much over 20 but nothing is guaranteed. remember to bid as late as possible. if you get the item say for 20 then the seller must sell you for this price. the only way he can't is if he has put a red 'price not met' sign next to the bid price [you can't miss it] and until you reach his at least asking price it won't be sold however many people bid.
if for some reason he will not sell or comes up with an excuse like sold to a private seller etc you must report him to ebay and open a case. he can loose his ebay account by not complying with their rules. unfortunately in this sort of case you will not get your product.
