I no their loads paid to click sites like neobux but is their one which you advetise a html banner and user gets paid to click on the banner? e.g place a advert banner on their site with html and once clicked they earn and so that you earn if that makes any sense

PTC stuff is shady at best, fraudulent too often. You can sign up to an ad network and put legitimate adverts on your site, but would have to resist clicking them yourself, instead getting lots of real visitors with quality content. There are plenty of actual work opportunities on the internet, like at the freelance marketplaces like odesk.com, elance.com or freelancer.com people could earn more if they get over the stuff for free mentality.
