Do i need to have license for online marketing business?

Im very interested in online advertising business. My sister recommend me to apply license to get start, but it is a must to have one property. To be honest, i dont have much budget to rent a very small shop lot. I rather spend it on other things such as a website or others. What i plan is to starting it, then once i earn some, i am going to apply it soon. Is that legal anyway?
