It's an SEO Spam filter.

Panda is the filter that is periodically run to identify low quality sites, one of the stages of the process involves sending a human reviewer to the site, your world can change dramatically after being visited by a Google inspector. Being registered with Google Webmaster tools enables you to receive warning messages from Google in some cases before being penalized.

With all of those algorithms and perhaps the upcoming ones, the key is to make search engines believe that you are not doing SEO as you acquire web presence. That said, you need to:
1. Stop focusing on keywords alone and consider semantics (or synonyms) when doing SEO
2. Vary all links (high PR, low PR, nofollow, dofollow, etc) from all types of sources
3. Vary anchor text
4. Ensure relevancy
5. Interact, share, and connect through social media
6. Internal back linking (pages as opposed to home page only)
7. Competition - if you competition keywords only has 100 links, then you better not have more than 10000! or risk being flagged with overoptimization
8.Vary profiles, IP addresses, and browsers
9. HIGH QUALITY CONTENT for the users
10. Highly compliant website - on page SEO

There are more suggestions but these should get you started.

The most important things is to see the direction of google, not the specific period update. The reason why google always update the algorithm. It will be the equal same as the google rule in the very early goal.

Webmaster should be aware all the time for such changes done by Google as it will lost your hard work any time within a day or two. It is to follow Google webmaster guideline strickly to avoide such attack..
