How do I create a 301 redirect but also have a landing page that counts down before redirecting the visitor?

I am moving my site to a new domain.
I understand how to make a 301 redirect in my cpanel.
BUT
I want to have a landing page (index.html) on the old site that says, "We are now locate at http://www.xxxx.com. You are being redirected in 8 seconds"

how do I incorporate a 301 redirect and have this countdown page?
