How can I make my website using weebly?

Soo I want a membership place sign up and sign in but how can I get them and how can I control the accounts

I can't say whether weebly would work fur such a site which needs specific server side scripts and a database to manage membership. Generally you would have better luck getting people to sign up if you at least had your own domain name rather than the free weebly subdomain, that costs about $12 a year.

Most commonly open source Forum software is used for setting up membership sites for free.

You can actually make a website using Weebly with zero knowledge on CSS and HTML but as Jake told above, Weebly (for now) doesnt support the feature you want although Weebly is working on their new "log in" for site members. If you stick to Weebly then just wait till they finalized that thing. Good Luck!
