Email marketing help!?

I do free lance webdesign and marketing . I have a client who asked me for an email flyer design. I used illustrator and photoshop but now they want it in publisher I don't have publisher. And was wondering if there is any other way to do this. They don't want jpeg or PDF . They want it to appear in the email when opened like a newsletter.

There is not a single e-mail marketing software program that will be able to do this, all have to be sent with the option of the recipient allowing images.
