Ebay bidding question?
On ebay, if my bid is the highest and I win, does the owner of the product HAVE to sell me the product? Also, when do I pay them?

Technically, you've entered into a contract and legally the product SHOULD be sold to you at that price. However, unless you're willing to open up a lawsuit to fight it...the seller could easily cancel it, so long as he/she was willing to take the ebay report you undoubtedly would file. The seller could also claim the item was lost/broke etc.

Typically you want to pay them as soon as the auction closes so you can get your product as quickly as possible. An average time limit would be around 3-5 days that payment would be expected before they filed an NPB on you.

Yes the seller has to sell it to you.. and you should out of respect to the seller pay as soon as the auction ended. It seems you do not want to buy the item and won the bid by accident. If so contact the seller and ask him to give a second chance offer to the bidder below you to buy the item. The seller probably won't be happy of this and isn't obligated to do this but it is good business ethics on both sides.

Yes you do, and as ebay has pay pal, you pay strait away. if you dont the seller will not send what you have won
