is link exchange method still relevant after Google Panda updates?
my website has been hit by SEO Poisoning where the hackers attack my website with different keywords and content when google bot or any search engine bot crawl my website.

now i've created new website and would like to increase my SERP back.
do link exchange with other same niche website site is still relevant after Panda updates?

i dont want to get penalty by Google. Please advise.

Panda has more to do with overall site quality, the newer filter, the Penguin filter is about seo spam, though I can't way it focuses on link exchanges either.

It's known that Google can easily detect link exchanges, even "3 way links", and that they are raising their quality standards, sending lots of "unnatural link pattern" warnings to sites.
A Bow company exchanging links with an Arrow company makes perfect sense, links between completely unrelated businesses are more likely to get you into trouble, as are link exchange pages loaded with nothing but outgoing links.

Google Panda Updates decrease the ranking of those websites which have low quality contents. Quality link exchange is concern by google penguin updates. If those websites are with good page rank and domain authority then you can go for link exchange.
