High latency for no reason?
So here's my issue.

Several months ago, I moved to an area that is slightly out of reach of any of the major cable companies out there today. The town closest to me is supported by Charter Cable, which I used to have when I lived in the town. After moving, I gave up the privilege of having a wonderful connection and am now suffering from sub-par DSL from a local ISP. The prices are high and the bandwidth is low. However, I'm okay with that. We all make sacrifices to achieve our goals and it just so happens that internet is the sacrifice I made with this one. I pay $54.99/mo for a 3 Mbps down/1 Mbps up connection.

Originally, I had a 1.5 Mbps down/500 Kbps up connection. At that time, I was having latency issues with the internet and I wasn't able to play my online games effectively. Lag spikes, rubber-banding, the whole 9... That is why I bumped up to the better bandwidth service, THINKING that there was a bottleneck somewhere in my connection taking up all the bandwidth and causing latency issues.

Sadly, when I bumped up to the better speed, I had the same results. I play games like Diablo III, World of Warcraft, The Elder Scrolls Online... you get the picture. My latency doesn't drop below 250 ms and often spikes anywhere from 500 to 3000 ms making the game completely unplayable. I am here to ask what might be causing these latency issues. I can't seem to find the trace and have been at it for months. If anyone has any good advice, it would be appreciated! Thanks!

Latency isn't only created on your end. It could be an issue with your service provider, and it could be on the game server side. But since you have this issue with multiple games on multiple servers I think we can rule that out.

Ping is basically the amount of time it takes your PC to communicate with the server you are connected to at the moment. About the only thing a home user can do is make sure they have a nice stable connection to their modem. Wireless can affect ping, so make sure you are connected directly to your modem via cable for the best results. Other than that the quality of your connection to a outside server lies with the provider.

HOLLY FUCK! they are milking you so much! Please excuse my French.

These latency issues could be caused by a very low bandwith that you share with a bunch of other people. When they access the internet they use from that shared bandwith. So... yeah... it's your ISP.

I think you'd better download a network analyzer ,which can determine what fraction of total transfer latency is due to server performance or network variation.
Also it can identify "Top Talkers" by monitoring network bandwidth and usage by capturing data packets transmitted over the network .
Just have a try.
