Social media is one of the most inexpensive way of promoting anything. For a restaurant to hold a contest means people will hear about your restaurant. News of a contest could easily spread with just one click.

restaurants get sponsors, or in other words, pay for popular things to advertise them. whether its websites, conventions, commercials or anything else. they pay social media sites to hold a contest for whatever they want and the page will say "this event was brought to you by _____ !!"

It's the cheapest way to attract attention. When you offer the chance at free products, everyone is going to visit your site and enter that contest. Some people will stop and look through the page and be interested enough to visit. Since you have to LIKE the page to enter the contest, you ensure people are seeing your food.
