Linking functionality on one website to mine?

If a website offers a public service (no registration necessary) - such as you type in a VIN and it returns Make/Model - can I "frame" this functionality on my website? I.e. I provide a field for the user to enter a VIN and send that to the other website and display the results it returned?

I understand the legalities if it were a paid service that required a subscription - but it's essentially public data - just stored on a private server.

You may also legally, need their permission, since you may be using their server bandwidth but perhaps representing it as your site's content, there have to be copyright issues with it.
