How do I talk to more people on twitter?

Just generally talking to more people, I have an account, but I barely use it, I want to know how to be more confident and start talking to more people. Should I make the first move? How does it not look weird, do I need to start using twitter more first? I'm quite shy and tend to overthink things, but I want to become more confident and talk to more people, tweet and make my account worth having!

Well now a days twitter is used to letting people know about things i mean something special, twitter is officially not built for messaging etc. we tweet and let people know that it! But if you are interested in making new friends you can go with facebook or Google+ i never messaged anyone on twitter (till now) but after seeing your question i will try go ahead and talk with your followers!
