If you have no experience and no special technical requirements, a blog platform requiring no programming to setup a site and making it very easy to add content is probably the way to go.

Google's Blogger.com or Wordpress.com are the old school blogs I am most familiar with. Spending $12/year for a custom domain name gives you a more professional look and more control of the sites fate.
