Can seller in listia.com not send item when buyer is suspended in listia.com?

Can seller in listia.com use the reason that "buyer / winner is suspended so I relist and not send to them"

sellers CAN NOT.

only when the suspended party is on seller. sellers can only not send items when (1) nobody bids (2) seller is the suspended person.

if buyer is suspended, if buyers got friends go seller and tell seller to send item. or seller has address and receiver name, sellers must still have to send item .

if buyers are suspended sellers still must send items. pending credits on grey box can only be turned to seller if seller has a vaild tracking number that when they send mail they will use that tracking code to get the credits from PENDING or BUYER

but if you not get the tracking code or never send item to banned person, then the pending credits are all eaten by listia.com staff. or listia site when they suspend people.
