In most states you can do so without a business permit.

Some states look at the frequency of sales, but generally... free to sell!

Of course, it all ends up taxed anyway.

In great part because in the case of affiliate marketing, you can start a business with virtually no investment, (a franchise sandwich store for example can cost $80,000 to open) and yet you can work at home in your underwear, at least at the start. Some also make good use of cost of living arbitrage, outsourcing a part of their work to parts of the world with a considerably lower cost of living.

Retailers don't have the overhead of a 'walk in' store and may elude local taxes, allowing them to sell at lower prices than conventional stores.

The down side is the great majority who try to make money online fail, many with no business management or marketing experience are practically doomed to fail, some internet pros estimate that 95% of people who try to make money online fail, but at least the are losing a minimal amount.
