Send Phone to Tanzania?

A friend asked me to send him a phone to Dar es Salaam. What Kind of phone can I send him that work for calling and will be fast for getting on facebook and other social media? would also appreciate a camera so he can send me good scenery pics? Also looking to get the sim card to set it up for him.
I would also appreciate if I can get opinions on the best way to ship it as well as how the address should look if its in Dar Es Salaam Tanzania

be sure that the phone can clear customs before sending it. some countries require an import license or a communications license (like from the FCC) before it can enter the country
