P2P disabled on a public wifi?

P2P disabled on a public wifi?
No torrent programs will work on the public (college) wifi that I am using. I have tried with multiple applications. They all stay at 0% and just read "connecting to peers." This leads me to believe that P2P is blocked on this wifi. Does anyone know of a way to get around this?
