How does ebays payment system work?

Lets say I bought something on ebay..like a vase (Example) I had the highest bid and the person selling it sells it to me, but how do you do it? Is it like one person pays then the person sends? Or the person sends then the person pays? Can't you scam if it is like that? I'm confused.

I dont know why you are confused. If you bid on something and you win, you then click on Pay Now if you get an email, or you go to Purchase History and Pay Now. You pay the shipping cost which is on the listing. The seller does not ship item unti you have paid.
