I am a publisher based in New Delhi, India. I have some good volume of printing assignments for my own consumptions. I want good pricing, fast turn around speed and good quality. Which is the better option in terms of all the above--a) India, b) China. Any other options or suggestions?

You can outsource to a smaller city like Amritsar, Surat, Lucknow for all your needs. They are cheaper and there is no language problem at all.
